Façade Structure: |
The Façade is symmetrical, and the central section has a ziggurat-style stepped parapet that rises above the wings and it is topped by a central small tower with a flagpole.

Façade Decorations: |
There are frieze panels above and below the windows (spandrel) on the central section. There are decorative bands at the top of the wings with a wave pattern that continues to the sides of the wings.

Contour: |
The ground floor has squared-off corners, and the top two floors have rounded corners, with windows, eyebrows and trim following the curves.

Entrance: |
The building has a terraced entry slightly recessed from the top façade with railings following a wave pattern framed by keystone posts. There is also keystone vertical panels on each side of the door.

Eyebrows: |
There are eyebrows on all major windows, which follow the rounded corners. The porch canopy forms part of the first floor eyebrow.

Frieze Panels: |
The frieze panels above and below the windows (spandrel) on the central section represent underwater scenes.
